[ARCHIVED] Golf Carts and ATV/UTV Operation on Public Streets

The Forest Lake City Council has passed new ordinances permitting the operation of all-terrain vehicles (ATVs)/utility task vehicles (UTVs) and golf carts on designated public streets within city limits. Golf carts must be permitted through the City and all ATVs and UTVs must be registered with the DNR.  This move aligns with Minnesota Statute §84.928, which allows municipalities to regulate the operation of such vehicles on public roads under their jurisdiction.

Under the new ordinance, residents can operate these vehicles on city streets, provided they adhere to specific requirements.  Operators must ensure their vehicles are equipped with at least one headlight and one taillight, each meeting the minimum candlepower as prescribed by state rules, and with brakes conforming to standards prescribed by the commissioner of public safety.

The ordinance also sets forth hours of operation: please read carefully the ordinances for specifics. Additionally, operators must comply with all standard traffic laws, including yielding to pedestrians and other vehicles, and may not operate these vehicles during inclement weather conditions.

This decision reflects a growing trend among Minnesota communities to accommodate alternative modes of transportation for both recreational and practical purposes. By implementing this ordinance, Forest Lake aims to provide residents with more flexible transportation options while maintaining public safety on its roadways.
